I have received Sir R. MacDonnell's despatch No. 270 of the 3rd April, on the subject of piracy in the Chinese waters near Hongkong, and the steps to be taken to suppress it.
I am in correspondence with the Foreign Office as to the expediency of amending the existing Admiralty Regulations, but I must express to you my entire disapproval of the steps taken by Sir R. MacDonnell, and reported in this despatch. The repression of piracy within the waters of the colony must be left to H.M. Naval Forces:
